Jim Tingey
Executive Vice President, Division President
As Division President for the Electronic Payment Services of First California Bank, Jim is responsible for all electronic payment services offered to our customers. Jim is responsible for the areas of national and regional network sponsorship for issuance and acquiring services (including but not limited to MasterCard, Visa, Discover, Star, Nyce, Shazam, AFFN, and Excel Exchange). Jim is responsible for all aspects of EPS's issuance of Stored Value Prepaid Card programs and Merchant Acquiring Sponsorship service for all EPS customers.
Jim brings to EPS over 25 years of executive management experience in various corporations including insurance, retail, hospitality, medical and finance. Jim has served in various law enforcement roles and due to his accomplishments received the medal of valor, and the J. Edgar Hoover Distinguished Service Medal. His background includes significant expertise in the coordination of large cash management projects. A recent example included responsibility for all ATM, and cash services for the 2002 Winter Olympics in Salt Lake City. He holds multiple related degrees including a Doctorate in Criminal Law.
Patrick Giblin
Vice President, Network Operations
Patrick Giblin is the Vice President of Network Operations and has direct oversight of all Prepaid Issuing and Network Acquiring activities for First California Bank - EPS. Mr. Giblin started with EPS in December of 2007 to revamp and revitalize the transaction monitoring and operational risk management for all of EPS' electronic payment product lines. His focus had been on establishing risk and security standards for the bank and its clients that enable EPS to cooperatively work with their clients to ward off the ever changing risk environment. Through this thorough understanding of network guidelines and expectations on the issuing and acquiring sides of the industry, as well as regulatory and NACHA guidelines related to all respective electronic product lines, Mr. Giblin has transitioned to oversee all Network Operations.
Prior to joining EPS, Mr. Giblin worked in financial services and also as a PGA golf club professional. He graduated Cum Laude with Bachelor of Science Degrees in Business Administration and in Marketing from Methodist University in Fayetteville, NC. Mr. Giblin also completed his MBA in Accounting and Finance with honors from Regis University in Denver, CO.
Julie Ortega
Vice President, Compliance
With an extensive background in regulatory and industry compliance, Julie was hired in June 2011 and is responsible for maintaining a comprehensive compliance program, including risk management, transaction monitoring and underwriting for all of EPS's electronic payment product lines which is designed to ensure that the activities of First California Bank comply with consumer protection laws, regulations and statements of policy, as well as internally-developed policies and procedures.
Julie began her career at Wells Fargo Bank in 1980 and in 1990 accepted a position with Palm Desert National Bank. During her 31 years in banking she served as the Operations Manager, Bank Secrecy Officer, Security Officer, and Senior Vice President Compliance Officer.
Cindy Fink
Assistant Vice President, ACH Services & EFT Projects
Cindy was hired by EPS in 2010 to manage ACH Services. ACH Services is the heart of our operations as ACH is the primary electronic funds transfer (EFT) system used by agencies to send payments and collect funds. Cindy brings 30 years of banking experience to EPS, with 15 of those years specializing in ACH. Cindy is our in house ACH expert ensuring that EPS and their clients adhere to NACHA Operating Rules, National and Regional acquiring network regulations while managing a comprehensive risk assessment of Automated Clearing House entries on a daily basis. Cindy is an active participant in NACHA and Wespay, our Regional Payments Association. Cindy leads key cross-functional projects designed to assess and improve control environments as well as ensure compliance with existing and new regulations.
Dale Winters
Assistant Vice President, Reconciliation
Dale Winters as the Assistant Vice President of Reconciliation has direct responsibility for all daily operations and reconciliations regarding prepaid card files from processors and networks for reconciliation of deposit account balances for prepaid card programs at First California Bank-EPS. Dale started with EPS in July of 2007 and immediately implemented process improvements and work flow enhancements to contribute efficiencies in the area of account reconciliations through his attention to detail and work standards.
Prior to joining EPS, Dale brings over 25 years of experience in various corporations including working for a fortune 500 company in contracts and purchasing, accounts payable, management reporting and bank reconciliations. He also has management experience in retail, hospitality and real estate transaction coordination. Dale has attended Iowa Wesleyan, IA and Hope College, MI.
